Am I wasting my money, or is there a benefit to putting radiant floor heat in the basement floor of my new house that I’m building? The basement floor is approx. 2 feet below the frost line.

Concrete makes a great heat sink. If you put radiant floor heat in the basement floor, I would say yes, that you are wasting a lot of energy, because you’ll be heating the dirt under your house more than you heat the space (because the ground outside will be colder than your house, more heat will flow out than in).
If you want something similar, maybe go for baseboard heat, with carpet installed. Other than that, look at space heaters or ducted heating systems.
Space heaters actually work a lot better than I ever thought they would. I had 2 in a house I lived in a couple years ago (not my choice at all), and it worked well.
